I have used gimp, and yes it is a very nice program, easy to use, but It is not quite what I want. I downloaded flash on my computer, just the trial version for I don't have the funds to pay for these magnificent art programs, sadly. In both Paintool SAI and Flash, when you draw a line it does not come out EXACTLY how you drew it. There is a word these programs use for that but I can't seem to think of it. Anyway, I'm not looking for a website to draw on, but rather a free program to use that has that same thing. I downloaded SketchbookExpress and sadly it is not quite there either, plus it has far too many limitations, it's a rather depressing program really.
If you could please direct me to safe links for alternatives that match what I'm looking for, that would be amazing. Otherwise I'll just have to wait until I obtain the excess funds to buy a proper program. Update 2: It's similar to stroke smoothing, yes, but not quite. The lines on Flash and Sai do not come out flat. They have volume in different places, unlike gimp. You can draw the same line a hundred times and it will never come out exactly the same, that's what I'm referring to.

You could also try MyPaint - also free - it's simpler than GIMP, also has stroke smoothing - in MyPaint click the brush settings icon along the top, increase the slow position tracking slider.
